Nov.21 st , 2007 ， Pro. Cao Changde, dean of School of Education of Anqing Normal University , held a talk in Beijing with Pro. Arthur M. Harkins and Dr. John W. Moravec of College of Education and Human Development of University of Minnesota . The talk schedule contained the introduction and cooperation on “Leapfrog Theory” and other detailed issues. Through about three hours' talk, the two sides made an agreement finally.

The talk is the real beginning of cooperation between the two institutes. Both sides plan to fulfill the agreement items and prepare for further cooperation as soon as possible. They believe the teachers and students of two institutes would benefit from the productive talk.
